Controlled Parking Zone
Nov 5 2006, 7:19 AM EST
Residents may be aware of the problem caused by the recent extension of controlled parking to Marchmont and through part of the Grange. The top part of the Grange now has residents' parking and metered parking, resulting in all-day commuter parking being decanted to the south part of the Grange. I think we are also seeing some effect of that here. Following complaints from Grange residents, there now seems some possiblilty of the zone quickly being extended down to the suburban railway line.
When the current extension was proposed a couple of year's back, I represented SARA at the South Local Development Committee meeting where it was discussed. The Grange Association were pressing at that time for an extension of restrictions down to the south suburban railway line - i.e controlled parking in all of their patch. I pointed out that, if that was on the cards, than a lot of people from our area would want to make representations, including SARA. I was told by the council planning reps that further extension was not on the cards at present, but might be a few years down the line. It now seems The Grange Association, which is very active and influential, are pushing for this extension now. That would leave us sandwiched between the parking zone and the King's Building/West Mains parking problems. Is Sara going to have a strategy on this ? All that is achieved by the central zone being extended, is shifting the commuter parking problems into new areas. What is needed is some accommodation to spead commuter parking over a wide enough area so that both residents and commuters can co-exist, without either being penalised by strict systems based on charging and parking penalties. We are already close to the limit for resident parking in WST and the bus boarders will exacerbate the problem. Norman Dryden Norman Dryden 2 out of 2 found this valuable. Do you? |

Norman, I agree with your concerns about the parking 'sandwich'. All suggestions on a parking strategy for SARA would be welcome. Someone willing to take up the Savile area parking issue would be appreciated by many. Drafting a letter to the relevant department would be a good start. Your suggestion of an 'accommodation' seems like a useful beginning. The suggestion made at our Agm that there be more parking on Lauder Road might be extended to include any other streets close to bus routes and wide enough for increased parking. Not many spring to mind, apart from WST.Douglas Dalgleish Do you find this valuable? |

Douglas, I don't know if there are yet any firm proposals or plans to solve the south Grange problems. I e-mailed what is supposed to be the enquiry address for controlled parking zone, but haven't had an answer yet. One possibility is that if, sooner or later, we are going to be affected, we ask to be included in any extension to the zone. If I understand it right, in much of Marchmont and the Grange, they've preserved all the resident parking - if you have a permit, you can park in either resident or metered bays at any time, but visitors can only get a maximum four-hour ticket for metered bays, so there is no all-day commuter parking. So, something which preserved all our existing parking space should be possible. Only question then is whether we are required to pay. Do all residents have to pay annually ? If so, why.? At least the one permit per local car-owning household should be free, or issued at cost. There is, also, the question of why things should be made difficult or impossible for commuters if the jobs are in Edinburgh but the housing isn't available or is prohibitively expensive

Norman, the parking issue is a manifestation of a much larger problem which the planning system is failing to address. As you point out, people need to travel from their homes to their places of work. The consequences of the physical separation of residence and workplace appear to be ignored by well-paid professionals who have developed their own careers in Planning while allowing our environment to become physically polarised and unnecessarily fossil-fuel dependent. Not until the daily walk to work becomes the norm will the issue of commuter parking be solved.Meantime the Planners' employers choose to tax the citizens further to help 'solve' the problems the Planners have organized. Obliging workers to pay next year for that which is free of charge this year may help local authorities to cover their own escalating costs. However pushing up general living costs by introducing paid-for parking increases the cost overheads of every business in the local economy. 'Joined-up thinking' is what our council is supposed to be doing. I see little evidence of this, past, present or looking ahead. I guess they simply don't know how. The news from the Council is - there is as yet no consensus of opinion amongst Grange residents, regarding solution to problems. At present Council will only be doing cosmetic alterations (more notices and lines) on roads in Grange. Council will then wait until they see effect of opening the imminent extension to parking zone in Morningside, Merchiston, etc. It will be April/May 2007 before it is known if there wil be any question of extending the Grange parking zone. We should check back then, but people directly affected, or on the peripheries on any new planned zones, should hear direct from Council about the public consultation exercises which will be held.

The last thing you want is a control zone this is another racket by the Council to make money half the street will have to pay and display the other half will be for residents at £160.00 per yearThe grange and prestonfield ass will object to anything under the sun if if you think that you will knock a hole in your garden wall think again as thye will object. Please note that prestonfied has been left out but was supposed to be in but Councilor Mackenzie stays there wow Do you find this valuable? |
